§ 34.23 RULES, PROCEDURES.
   The City Police Department, in consultation with the City Attorney, shall adopt, and establish, such rules, and procedures, as may be deemed necessary for the proper functioning of the Department, but all such rules, and procedures, are subject to approval of the City Council.
