Any individual, organization, business, corporation, or public utility desiring to cut trenches, ditches, lay cable, or pipe or other device, or otherwise disturb the existing right-of-way of a city street or road, for any purpose, shall notify the Planning Commission, or its agent, and post bond in the amount of $2,000 for each mile.
