When any application for the issuance of a new renewable permit is filed with the City Council, the City Council shall cause notice of the application to be published in a newspaper of general circulation in the county in which the proposed facility is to be located.
(A) The notice shall afford any interested part 30 calendar days in which to submit comments on the proposed permit action.
(B) At the conclusion of the public comment period, the City Council shall announce its final decision regarding the permit application.
(C) All costs of publication of notices of applications under this section shall be the responsibility of the applicant.
