§ 91.07 PREVENTION OF SPREAD OF RABIES.
   In the event of the prevalence of rabies to such an extent as, in the discretion of the Mayor, makes such action advisable, the Mayor may, by proclamation, require that all dogs owned, kept, or harbored, in the city be kept confined upon the premises of the owners of such dogs for such time as may be designated in such proclamation, and such proclamation to take effect upon publication thereof by the Mayor in a newspaper having a general bona fide circulation in the city.
