Any person owning, maintaining, or operating commercial kennels, or dog breeding establishments, where dogs are kept confined on the premises of such kennels, or establishments, or on a leash, shall pay an annual license fee of $15, said fee to be paid to the designee of the city on April 30 of each year, or within 30 days after the commencement of operation of such commercial kennel, or breeding establishment.
