§ 51.46 ADMINISTRATION.
   (A)   Impact Fee Administrator. The City Council shall assign to a city employee the responsibilities of the Impact Fee Administrator, hereinabove set forth. Failure of the Council to make such assignment, or in case of a lapse in such responsibility after assignment by the Council, the responsibility shall be on the Clerk-Treasurer to fulfill such responsibilities.
   (B)   Monies collected. All monies collected as local wastewater impact fees, all funds held as local wastewater impact fees in the above-mentioned Trust Fund, all accounts created to hold the local wastewater impact fees, and all refunds of unexpended local wastewater impact fees (including interest thereon) shall be by the duly elected/appointed City Clerk-Treasurer.
