§ 30.02 CITY COUNCIL ADMINISTRATION.
   (A)   The Mayor shall preside at all meetings of the Council. The presiding officer may vote only as allowed by state law. The Clerk-Treasurer shall serve as secretariat of the City Council. The Clerk-Treasurer shall perform all administrative and record-keeping duties of the Council in accordance with Arkansas law. An electronic recording device will be used to record the meeting as required by Arkansas law. The Clerk-Treasurer shall make a true and correct record of all proceedings and shall post and file all ordinances and resolutions as required by law.
   (B)   In the absence of the Mayor and Clerk-Treasurer from any meeting of the Council, the Council shall have the power to appoint any one of their number to perform the duties of Mayor or any appropriate person to perform the duties of the Clerk-Treasurer for the purposes of conducting the meeting.
