Pursuant to the general laws of the state, and the powers granted in the charter of the city, the city does hereby declare its intention to acquire, own, construct, equip, operate, and maintain within the city limits a sewerage disposal plant, or plants, sewers, equipment, and appurtenances necessary, useful, or convenient for a sewer system and disposal area, including the reconstruction of such sewers as may necessarily, or conveniently, be deemed proper by the city.
