Neither the Citizens' Water Advisory Committee, the Wastewater Subcommittee, nor any member may incur town expenses without prior authorization of the Mayor and Council, nor may the Citizens' Water Advisory Committee or the Wastewater Subcommittee obligate the town in any manner or form.
