Committee shall be to:
(A) The Citizens' Water Advisory Committee shall act as an advisory body to the Town Council, and in consultation with town staff, provide recommendations to the Town Council concerning:
(1) The water system capital improvement program;
(2) An annual review of water revenue requirements, expense budget and town water rate and fee adjustments;
(3) Water resources; and
(4) Water service policies.
(B) All Committee recommendations shall be submitted no later than December 31 each year.
(C) The Committee may appoint a subcommittee to address wastewater issues (the “Wastewater Subcommittee”). The Wastewater Subcommittee shall be comprised of three residents of the town who serve on the Committee. The Wastewater Subcommittee shall:
(1) Appoint a chair;
(2) Hold meetings within the jurisdiction of the town;
(3) Be subject to the Arizona Open Meeting law; and
(4) Provide recommendations to the Town Council regarding wastewater service, rates and capital requirements.
