It shall be unlawful for any unauthorized person to knowingly have and keep in his possession or under his control any curb cock key, valve key or hydrant wrench to the town water supply system and no person shall, without authority from the Utility Department, make, construct, buy, sell or in any way dispose of to any person any curb cock key, valve key or hydrant wrench for use on the town water supply system.
