§ 150.52  COMPLAINTS AND INVESTIGATION.
   Whenever a complaint is filed with the Codes Enforcement Officer by a public officer or authority or by at least five residents of the city charging that any structure or premises is unsafe or is unfit for human habitation or that there is any other violation of this subchapter, or whenever the Codes Enforcement Officer from his or her personal observations suspects any violation or structure or suspicion, he or she shall inspect such structure or premises where he or she has reason to believe violations of this subchapter or of any other applicable code, ordinance or statute exist.
