The City Council shall grant a license if it finds that the applicant has complied with the provisions of this chapter. The license shall be for a period of one year from the date of its issuance, and the applicant shall reapply annually before the anniversary date of the license. An annual fee of $50 shall be paid to the Treasurer when the license is issued.
