§ 114.10  DISBURSEMENT OF FUNDS.
   No moneys shall be disbursed from the funds established by the revenues derived under the provisions of this chapter, except pursuant to state law, ordinances hereinafter passed by the city or a method of disbursement as established by the City Council.
