All information, date and returns with the information contained therein shall be kept confidential by the City Clerk. No person, except the City Clerk and Attorney for the city, shall have access to the information contained in the returns; provided, however, the City Clerk shall, at least annually on September 1 of each year, report to the City Council on total revenues collected.
