§ 113.07  RENEWAL CONDITIONS.
   Upon the application by the holder of a license for an additional year accompanied by the license fee, the City Clerk shall issue the license, without advertisement, and without prior approval of the City Council, if there have been no complaints as defined hereinafter filed with the City Council.
