It shall be the duty of all officers of the Police Department or such officers as are assigned by the Chief of Police to enforce all state and city traffic laws and regulations at all places throughout the city limits, including, but not limited to, all highways, streets, alleys, roadways and all off-street parking facilities offered for public use whether publicly or privately owned.
