4-1-7: NONTRANSFERABILITY OF LICENSE OR PERMIT:
No license or permit issued shall be transferable nor shall any license or permit be sold, assigned, or mortgaged, except as may be specifically authorized by this code. No person may attempt to do business under a license or permit transferred to him. (1992 Code § 9-103)
