All license and permit fees shall be paid in advance to the city prior to the issuance of any license or permit. The fee, less the applicable charge for processing the application for a permit or license, shall be refunded to the applicant, upon demand, in case the license or permit filed for is not granted. Except as provided otherwise in this code, the processing fee shall be as set by the city council by motion or resolution. (1992 Code § 9-110)
