This chapter and the electrical code adopted in section 10-2-1 of this title shall not be construed to relieve or lessen the responsibility of any person, partnership or corporation owning or operating or installing electric wires, appliances, apparatus, construction or equipment for the damage to property or persons injured by any defect therein. Nor shall the city, or any agent thereof, be deemed to assume such liability by reason of the inspection authorized herein or the certificate of inspection issued by the electrical inspector.
