No permit, other than for the construction of any building or other improvement requiring a building permit, shall be issued and no street lighting, water, or sewer shall be extended to or connected with any subdivision upon any land within the Town of Caswell Beach or its extraterritorial jurisdiction unless and until the requirements of this chapter have been met and the final plat approved.
