In the event of a catastrophic emergency where the Mayor of the town has proclaimed that a state of emergency exists and has ordered the exercise of public emergency powers in order to eliminate immediate threats to life, public health, and safety; eliminate immediate threats of significant damage to improved property; or to ensure economic recovery of the affected community to the benefit of the community-at-large. the town shall ingress on private roads within the town for the propose of removing debris within the right- of-ways of the public vehicular access areas.
