The specific purposes of this subchapter are as follows:
(A) To protect the public potable water supply of the town against actual or potential contamination (for example, cross-connections, backflow, backsiphonage) by isolating within the consumer's water system contaminants or pollutants that could, under adverse conditions, backflow through uncontrolled cross-connections into the public water system.
(B) To eliminate or control existing cross-connections, actual or potential, (backflow, backsiphonage or any other source of water or process water used for any purpose whatsoever) which may jeopardize the potability of the town's public water supply system.
(C) Establish and maintain a continuing inspection program of cross-connection and inspection which will systematically and effectively prevent the contamination or pollution, either actual or potential, of all potable water systems connected to the town's public water supply system.
(D) Control cross-connections (for example, backflow and backsiphonage) through cooperation between the town and the town's customers (consumers). Responsibilities and duties of each will be set forth in this policy and their applicable regulations.
