(A) Duly authorized agents of the town shall have access to consumer's premises during reasonable hours for the purpose of installing and removing property, inspecting piping, reading or testing valves or meters and any other purpose related to water service.
(B) Each consumer shall grant or convey or cause to be granted or conveyed, to the town, a perpetual easement and right-of-way across any property owned or controlled by consumer when necessary for the town to carry out its water service functions.
