Use of water from a fire hydrant without first securing authorization from the town (authorization to be in writing from the Town Manager or Public Works Officer) shall result in a fine being imposed against the violator in an amount not to exceed $1,000, together with reimbursement for the cost of water consumed. A violation of this section shall not constitute a misdemeanor pursuant to G.S. § 14-4.
