§ 50.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ACCESS FEES. The charge to consumers each billing period necessary to pay for the services the system provides. Consumers pay an access fee regardless of the amount of water consumed. The fee is determined from time to time by the Board of Commissioners and shall be kept on file in the office of the Town Clerk.
      (1)   The water system is operated and maintained through a combination of administrative and non-administrative costs. Administrative efforts include applications processing, scheduling, meter reading, billing, collecting, accounts reconciliation, and delinquency follow-up. Non-administrative efforts include operations and maintenance (testing, flushing, preventive and corrective maintenance through yearly calibration of two-inch and six-inch meters, replacement of broken meters, town waterlines, hydrants, valves, system analysis and planning for future capital modifications)
      (2)   Under normal circumstance, the access fees will be reviewed annually, and if required, changed during the annual budget process.
   BULK CONSUMERS. PEC (formerly CP & L), US Coast Guard, NC Baptist Assembly, and any other entity so designated by the town may subscribe to water service.
   CONSUMERS. Individual and bulk consumers comprise those property owners that are customers of the Caswell Beach water system who receive water service for human consumption and fire protection from the town’s supply and who are billed for that service. Billings include the consumption and access fees.
   CONSUMPTION RATE.  
      (1)   Consumption rates must offset costs of water purchases from the county, system losses, and future expenses. All consumers shall pay a rate for water consumption. This rate shall be determined from time to time by the Board of Commissioners and shall be kept on file in the office of the Town Clerk.
      (2)   Under normal circumstance, the consumption rates will be reviewed annually, and if required, changed during the annual budget process.
   INDIVIDUAL CONSUMERS. Owners of all residential dwellings within the town’s jurisdiction are required subscribers to the Caswell Beach water system. These consumers, some of whom are members of community associations, are:
      Arboretum residents and Association
      Caswell Beach Road residents
      Caswell Dunes residents and Association
      Oak Island Beach Villas and Association
      Ocean Greens Condominium residents and Association
      Ocean Greens Homeowners residents and Association
