The Mayor shall appoint a Chairman for a one-year term. Within 30 days after appointment the Planning Board shall meet and create and fill such offices as it may determine are necessary. The term of the Chairman and other officers shall be one year, with eligibility for re-election and/or reappointment. The Planning Board shall adopt rules for the transaction of its business and shall keep a record of its members' attendance and of its resolutions, discussions, findings and recommendations, which it shall record and shall be a public record. The Planning Board shall hold at least one meeting monthly and all of its meetings shall be open to the public.
