§ 30.31 SPECIAL MEETINGS.
   Special meetings shall be held according to the procedures set out in G.S. § 160A-71, which provides that the Mayor, or in his or her absence, the Mayor Pro Tem, or any three Commissioners may at any time call a special meeting by signing a written notice stating the time and place of the meeting and the subject(s) to be considered. Although as few as six hours notice may be given, it is generally accepted that the Open Meetings Law, G.S. §§ 143-318 et seq., which requires public notice of at least 48 hours, will apply.
