§ 150.033 LIMITATIONS ON ISSUANCE OF PERMITS.
   (A)   No building permit shall be issued for any building or structure the estimated total cost of which is more than $30,000 unless the work is to be performed by a licensed general contractor.
   (B)   No building permit shall be issued for any building or structure other than a one or two family dwelling, the estimated total cost of which is more than $90,000 unless the plans bear the state seal of a registered architect or registered engineer.
   (C)   Where any provision of the General Statutes of the state or of any ordinance requires that work be done by a licensed specialty contractor of any kind, no permit for such work shall be issued unless it is to be performed by such licensed specialty contractor.
   (D)   The exception is that individual owners may act as their own general contractor to accomplish aforementioned work on property that they own and will occupy without being licensed, with the stipulation that such work is governed by all other aspects of this chapter.
