§ 96.05 NEW CONSTRUCTION REQUIREMENTS.
   (A)   New construction. Owners, or agents of owners, of all lots or parcels for which new construction has been approved (as evidenced by issuance of a building or improvements permit) shall temporarily display the assigned address numbers prior to the performance of any construction inspection.
   (B)   Completed construction. No certificate of occupancy shall be issued until the assigned address number is permanently displayed in accordance with provisions of this chapter.

§ 96.06 NONCOMPLIANCE; ENFORCEMENT.
   The owner of each building or unit failing to properly display an assigned address number as prescribed pursuant to the provisions of this chapter shall be deemed to be in violation thereof. Upon the determination of any such violation, the Town Clerk shall issue a notice of violation to the owner of the lot or parcel or land by regular mail to the owner's last known address, informing them of the violation and the penalty that may be imposed if they do not comply, and stating that they have a period of 30 days to correct the violation. In the event any owner refuses to comply with this chapter, the town is hereby empowered to proceed to file a criminal action against the owner pursuant to G.S. § 14-4 and as set forth in § 10.99 of this code.
