Qualifications for Director will be determined by the Advisory Council with input from Board of County Commissioners, provided that pursuant to I.C. 10-14-3-17(b)
, the Director may hold no other local, state, or federal office. The appointment of the Director shall be permanent unless the Advisory Council determines the Director to be incapable to fulfill his or her responsibilities, which shall include dereliction of duties (including failure to provide the state’s Civil Defense Director-required annual reports and documentation), malfeasance in office, incompetence, insubordination, or deliberate disregard of the directives of superior county or state authorities, or physical or mental incapacity to perform his or her duties.
