Upon the County Jail and Courthouse Building Corporation being duly organized to conduct business:
(A) It may issue, sell, and deliver its bonds, pursuant to the applicable laws of the state;
(B) May encumber any real property or equipment acquired by it for the purpose of financing the construction and equipping of a jail and courthouse annex building; and
(C) May enter into contracts for the sale of the bonds and the construction and acquisition of a fully-equipped jail and courthouse building.
