§ 34.038 POWERS.
   The members may not be members of the regular Sheriff’s Department, but shall have all the police powers as the regular members, except as limited by the rules of the Sheriff’s Department. The Sheriff’s Department may adopt rules to limit the authority of the Reserve members.
