Street lights are required along all streets in subdivisions where sidewalks are necessary; provided that the subdivision has a homeowners’ association for permanent maintenance of the lights. Lights shall be installed at all intersections throughout the subdivision, and the installations shall conform to the requirements of the public utility providing the lighting.
