(A) This chapter shall apply to the entirety of the county. Enforcement shall include towns and incorporated areas, unless those areas currently enforce a more stringent ordinance. Incorporated areas may enforce this chapter.
(B) All portions of former ordinances in conflict herewith are repealed or superseded. This chapter shall become in full force and effect from and after its adoption and publication as required by law.
(C) Any violation of the provisions of this chapter that occurred prior to the enactment of this chapter, and which was a violation of existing state law, shall not be exempted from enforcement under this chapter.
