§ 51.22 COMBINED E911 DISPATCH SERVICES.
   (A)   The Board of County Commissioners creates a 911 Dispatch Governing Board composed of seven voting members consisting of the following:
      (1)   County Sheriff;
      (2)   Logansport Chief of Police;
      (3)   Representative from the 911 Dispatch Advisory Board;
      (4)   Member of the County Council;
      (5)   Mayor of Logansport;
      (6)   Member of the Board of County Commissioners; and
      (7)   Citizen of the county appointed by the Board of County Commissioners.
   (B)   The Board of County Commissioners creates an E911 Dispatch Advisory Board composed of seven members consisting of the following representatives appointed by the Board of County Commissioners:
      (1)   Logansport Assistant Police Chief;
      (2)   County Sheriff’s Department Chief Deputy;
      (3)   Logansport Fire Chief;
      (4)   County Fire District Chief;
      (5)   Emergency Medical Services (representative appointed each year);
      (6)   Emergency Management Agency (representative appointed each year); and
      (7)   Combined E911 Dispatch Director.
   (C)   The 911 Dispatch Governing Board shall be responsible for the employment of an Executive Director and evaluation according to county policies, recommending an annual budget to the County Council, including establishing the salaries and fringe benefits for 911 employees, equipment purchases, and the location of dispatch services. The duties of the Executive Director shall be established by the Governing Board and approved by the Board of County Commissioners. The Governing Board shall meet at least six times annually. The Governing Board and the Executive Director shall make reports to the Board of County Commissioners at least four times annually.
   (D)   The 911 Dispatch Advisory Board shall meet jointly with the Governing Board from time to time to advise the Governing Board relative to operational procedures for 911 dispatch services and other appropriate topics necessary for the safety of all county citizens. The Advisory Board shall meet at least once a month. The Advisory Board is responsible for call protocols and operating procedures.
   (E)   Funding for joint and combined 911 dispatch services shall be from the 911 Fund of the county. In the event that certain expenses cannot be paid from the 911 Fund by law or that the monthly surcharges do not totally support the operations of 911 dispatch services, the City of Logansport and the county shall share equally in the funding needs of 911 dispatch services.
