This subchapter shall be in full force and effect on the first day of the second month after the month during which the subchapter is adopted (i.e., June 3, 1991). The monthly user service fee shall be imposed and collected by the service supplier for any billing made subsequent to July 1, 1991, including retroactive billings, if necessary and appropriate. The effective date for the imposition of the monthly user fee for any service user to whom E911 service was not operationally available on July 1, 1991, shall be the month in which that service became (or becomes) operationally available, and shall be imposed and collected by the service supplier in the monthly billing for the month in which the E911 number did become available, and monthly thereafter.
