For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
APPLICANT or PERSON. Any natural person, firm, partnership, association, social or fraternal organization, corporation, trust, estate, receiver, syndicate, brand of government or any group acting as a unit either by themselves, jointly or through a servant, agent or employee.
CITY ADMINISTRATOR. The City Administrator of the city or his or her designee.
PREMISES. A building or group of buildings occupied by a family unit, or business entity and used by residential business or commercial purposes and/or any parcel of land.
