Authorized city personnel shall have access during reasonable business hours (Monday through Friday, excluding holidays, 8:00 a.m. to 6:00 p.m.) to all parts of a premises and within the structure to which water is supplied, to determine whether cross-connections or other structural or sanitary hazards, including violation of these regulations, exist. Every effort will be made to schedule an appointment within ten days to check such backflow systems unless it is deemed an immediate threat to the city water system. When such a condition becomes known, the Director of the Utility shall deny or immediately discontinue the service to the premises by a physical break in service until the condition has been corrected. However, if any owner, occupant or person in control refuses authorized personnel access to a premises, or to the interior of a structure, during these hours for inspection, a reduced pressure principle assembly must be installed at the service connection to that premises at the owner’s expense.
