The provisions of this chapter are adopted for the safety, health and general welfare of the public. There is hereby established a uniform system for the collection and disposal of solid waste, including recyclables. Such a collection shall be provided by a solid waste collection contractor under agreement with the city. All persons responsible for solid waste generation, as hereafter set forth, including commercial business, shall be entitled and required to utilize the services of the city’s approved collection contractor, using such schedule and routes as shall be filed with the City Recorder by the contractor.
