(A) When a law enforcement officer investigates a discarded vehicle on private property and determines that a nuisance exists, the officer shall:
(1) Attempt to discover the owner of the vehicle and the person in charge of the property on which the vehicle is located; and
(2) Give written notice to him or her by personal service or by registered or certified mail that the vehicle is in violation of this chapter.
(B) If the owner of the vehicle is not found, the officer shall place a notice on the windshield or some other part of the vehicle where it can be easily seen.
