No person shall drive a motor vehicle upon or across a bicycle trail or footpath, except to enter or exit a driveway, intersecting street or in case of an emergency, state, county or city workers repairing, replacing or improving the streets or mailmen delivering mail by carrier. No person shall drive a motor vehicle, upon or across except after yielding right-of-way to all bicycles and/or pedestrians in the trail or path.
