In cases where a warrant is on file charging a traffic violation, the vehicle involved in such violation shall, if unoccupied, be impounded and a citation applied as herein above provided; but if the owner or person lawfully in possession is present, the officer shall place that person under arrest. The owner or person entitled to possession shall obtain a clearance from the City Administrator of such warrant before obtaining possession of the vehicle.
