The provisions of §§ 73.01 through 73.08, 73.20 through 73.22, 73.35 and 73.36, regulating the parking or standing of vehicles, shall not apply to a vehicle of the city, county or state or public utility while necessarily in use for construction or repair work on a street, or a vehicle owned by the United States while in use for the collection, transportation or delivery of mail or a vehicle of a disabled person, properly permitted, parking in compliance with the provisions of O.R.S. 811.635 to 811.637.
