§ 30.15 CITY ADMINISTRATOR.
   (A)   The City Administrator shall have general supervision, direction and control over all nonelective officers and employees and public works and utilities officers and employees of the city in the exercise of their duties, and of the work of all city departments, other than the office of municipal judge, which is specifically exempted from the operation of this section.
   (B)   The powers and duties of the City Administrator shall be as follows:
      (1)   Acts as City Budget Officer; responsible for the annual budget; reviews and approves departmental needs and estimates and transmits budgets to appropriate bodies for review and approval; and administers the budget;
      (2)   To act as purchasing agent, subject to such limitations as may be from time to time adopted by the City Council; but in no event shall the Administrator bind the city for any purchase over the sum of $2,500 without the prior Council approval;
      (3)   To act as administrative head and business agent of all departments of the city government, subject to the control and direction of the Mayor and City Council;
      (4)   To prepare and furnish all reports requested by the Mayor or City Council;
      (5)   To see that all ordinances are enforced and that the provisions of all franchises, leases, contracts, permits and privileges granted by the city are observed;
      (6)   To collect all sums of money due the city, whether by way of fees, liens, assessments, taxes, special assessments or any other source whatsoever;
      (7)   To supervise the operation of all public utilities owned and operated by the city, and to have general supervision over all city property;
      (8)   To meet with private citizens and interested groups seeking information or bringing complaints, and to attempt to resolve problems and complaints fairly and to report same to the Mayor and City Council; and
      (9)   To dispose of surplus or excess property which may from time to time come into the possession of the city, subject to prior Council approval.
   (C)   The Administrator shall have, in exercising general charge, supervision and control over all nonelective city employees and their work, with power to transfer an employee from one department to another, to the end that the utmost efficiency shall be attained from all departments; and shall designate the duties employees shall perform and all matters pertaining to their work for the city. The City Council may, by motion, resolution or ordinance, provide rules under which the Administrator shall exercise said general supervision; and the Administrator shall report to the Mayor and the City Council, for their action only, any recommendations for hiring and discharging employees; save and except that the Administrator is hereby granted the power to hire additional city employees whose services are necessary to the Public Works and Utilities Departments in the event of emergency.
   (D)   The Administrator shall be appointed by the City Council, and shall serve as Administrator until removed, in accordance with the Municipal Charter of the city.
   (E)   The Administrator shall sit with the City Council at all meetings of the City Council and shall have no vote therein. The City Administrator shall attend any other meetings as directed by Council.
   (F)   The salary of the Administrator shall be such as shall be from time to time fixed and determined by action of the City Council.
