No person riding upon a bicycle, motorcycle, coaster, roller skates, sled, skateboard or other device shall attach the device, or himself or herself to a moving vehicle upon a street. Nor shall the operator of a vehicle upon a street knowingly allow a person riding on any of the above vehicles or devices to attach himself, herself, the vehicle or the device to his or her vehicle. Exceptions may be made to this section, upon authorization of the police officer, for the purpose of conducting parades or displays.
