§ 70.31 DUTIES OF CITY ADMINISTRATOR.
   The City Administrator, or the Administrator’s designee, shall exercise the following duties:
   (A)   Implement the ordinances, resolutions and motions of the Council and his or her own orders by installing traffic-control devices. The City Administrator may authorize the placement of traffic- control devices. Such installation shall be based on the standards contained in the Manual on Uniform Traffic Control Devices for Streets and Highways, United States Department of Transportation, Federal Highway Administration, latest edition, to and include the state supplements thereto concerning standard practices and interpretations and additional traffic signs as they are now constituted;
   (B)   Establish, maintain, remove or alter the following classes of traffic controls:
      (1)   Crosswalks, safety zones and traffic lanes;
      (2)   Intersection channelization and areas where drivers of vehicles shall not make right turns, left turns or U-turns, and the time when the prohibition applies; and
      (3)   Parking areas and time limitations, including the form or permissible parking (e.g., parallel or diagonal).
   (C)   Issue oversize or overweight vehicle permits;
   (D)   Enforce all provisions of this title; and
   (E)   Establishing residential parking zones pursuant to § 73.04.
