Application and Procedure: It is unlawful for any person to engage in the business of pawnbroker unless a license has been issued. Upon receipt of an application for a license, the City Clerk shall cause an investigation to be made of the applicant. All applications shall be presented to Council for approval. No license shall be issued to any person who is not eighteen (18) years of age or older.
