All required improvements are to be installed and furnished by subdivider including all costs of inspection by the county, at the sole expense of the subdivider and at no expense to the county. If any improvement installed within the boundaries of the subdivision is determined to be of substantial benefit to lands beyond the boundaries of the subdivision, the County Board may make provisions for causing a portion of the cost of the improvement, representing the benefit to such lands, to be assessed against the same and in such case the subdivider will be required to pay only for such portion of the whole cost of said improvements that represents the benefit to the property within the subdivision.
