If a city or town located in Carver County has enacted or enacts an ordinance for the purpose of regulating consumption of cannabis and cannabis derived products in public places, the city or town ordinance shall preempt and supersede the Carver County ordinance so as to control the consumption of regulated products in public places within that city or town. This chapter will continue to govern any Carver County owned property and Carver County owned parks regardless of any local government adopted ordinance.
